Sign & Send: An Industry-wide Petition Frenzy!

You heard from us in June when we started a campaign to have the sales tax repealed through legislation in Albany.  We gained great momentum and got well over 1,000 signatures on our petition.  Unfortunately, while we made great progress, through increased support among legislators and new light shed on this unfair and business damaging tax,we did not make it across the goal line.  However, our efforts did not stop there!  We are now reinvigorating the fight with another round of grassroots efforts, along with work behind the scenes with our political consultants, as our legislators prepare the 2014 budget.

At the beginning of October, Governor Cuomo launched a new Tax Relief Commission to identify ways to reduce $3 billion in tax burdens on New York’s families and businesses, with the goal of making New York State more competitive to do business and fuel economic growth.  The Commission will make recommendations to the Governor by December 6, 2013 to be included in the Governor’s 2014 State of the State message and legislative agenda.  The Commission is being led by former Governor Pataki and Comptroller Carl McCall among six other members.

We, along with our political consultants, believe this is the time to move on repealing the sales tax – it’s now or never!  We need industry-wide support to spur our legislators into action.  

We have started a new petition to the Tax Relief Commission and encourage you to sign it and pass it on for base staff, drivers, friends, and family to sign as well.  This is the biggest issue facing our industry and the opportunity to use our democratic resources to petition our government to fight for us is now!  You can sign the petition by going to http://chn.ge/17hxv7Y. With each signature we get, an email is sent to important decision makers to highlight the importance of our issue!  Every signature counts.  We’d like to get a few thousand this time!

Ford Recalls 370,000 Cars For Steering Fix


NEW YORK (AP) — Ford is recalling 370,000 cars due to potential corrosion to their steering shaft that may result in loss of steering.

No incidents or injuries have been reported.

The cars include 2005 to 2011 Ford Crown Victoria, Mercury Grand Marquis and Lincoln Town Cars. About 355,000 are in the U.S. and 15,000 in Canada.

Dealers will inspect the cars and may replace the lower intermediate steering shaft and if necessary resecure a lower steering column bearing and replace the upper intermediate steering shaft.

States included in the recall are: Connecticut, Delaware, District of Columbia, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, Wisconsin and West Virginia.

Owners in other states can also ask for inspections and repairs.

Big Show of Support for Surging Public Advocate Candidate


New York, NY – Cathy Guerriero, candidate for New York City Public Advocate announced that her campaign has earned the support of the influential Black Car Assistance Corporation.

Guerriero continues to lead the way in this race with over 60 endorsements, from unions/locals, advocacy groups, faith-based leaders, political clubs and media.

“The support of the hard working men and women associated with the BCAC is important and deeply appreciated,” said Guerriero.  “Black cars are an integral part of the New York City experience.  The owners, independent contractor drivers and employees help make up our middle class and small business base.  State and city government should be doing all it can do to support this vibrant industry.  Instead, this industry is needlessly burdened with excessive taxes and regulations.  Why is there a New YorkState sales tax levied on their services?  Taxis and liveries don’t have to pay it.  This tax should be repealed, plain and simple.  As Public Advocate, I will push for a seat at the table for the BCAC and will insist that its members be treated fairly and that issues of importance to the survival and future growth of this industry be seriously acknowledged and discussed.”

Good Afternoon Fellow Black Car Industry Members,

Last week we contacted you, asking for you to sign a petition for the New York State Assembly Ways and Means Committee to have the New York State sales tax on our services repealed.   We have never been closer to successfully repealing this tax.  We met with members of the New York State Assembly and Senate yesterday and still feel confident the bill will pass in the Senate but the Assembly will be difficult.  We need to mobilize further!  We are on the cusp of saving our industry and its clients tens of millions of dollars and taking a huge step to leveling the playing field to ensure our businesses are able to grow and prosper.

What we need from you NOW!

The decision on this will be made by Monday so we need you to act as fast as possible.  Our petition helped our cause but assembly members need to receive calls – A LOT OF THEM!   It is absolutely necessary that you take a few moments to place these calls then forward this information on to base staff, drivers, friends, and families to call as well.

When you call, you should speak to whoever is available and leave messages on voicemail if necessary.  The message we want to deliver is:

“I own/drive for/work for a black car base in New York City.  Since 2009 my industry has suffered a nearly 30% loss of business due to the recession and the unfair tax that was levied solely on the black car industry.  This tax, which is not placed on taxis and liveries, make it extremely difficult for us to compete and earn a living.  We pay tax on our cars, fuel, tires, etc. and pay all licensing and inspection fees as well.  If this tax is not repealed, I’m afraid my industry and my business won’t survive.  Please vote in favor of bill A.7724 to repeal this tax so I can continue to earn my living, provide for my family, and literally drive business in NYC.”

We absolutely need every single person related to this industry to make at least two calls to the Speaker of the Assembly, Assemblyman Sheldon Silver, and the Chair of the Ways and Means Committee, Assemblyman Herman Farrell, Jr.

What else can you do?

As I said, we have never been closer to getting this tax repealed.  This is the number one issue confronting our industry.  At no cost to you, with only a few minutes, we can collectively work together to fight for the survival of our industry. 

It is imperative for you to make these calls.  In addition, we ask you to spread the word.  Some things you could do are:

  • Put notes in drivers’ and base staff’s paychecks
  • Send a message to the drivers through your dispatch software
  • Post this information on your company and personal social media pages
  • Have all of your dispatchers, who are at the phones all day, leave messages for all these people!

Welcome to the New BCAC Website!  

Here at the BCAC we have been very busy making improvements in a variety of new and exciting ways.   As many of you may have noticed, you have been receiving more emails from us with important information regarding your business.

At a time such as now, when our industry is at a crossroad, fighting a difficult economy, facing the integration of new Smartphone App technology into our business, the most used dispatch company being acquired by a technology company that works hand-in-glove with apps, and all while trying to run a successful business, we realize that there is no better time than now for us to really start a fruitful, interactive conversation with our members.  We plan to increase our level of communication with you, doing our best to keep you in the know and provide you with a forum where you can communicate more readily with us and your fellow members.  One way we plan on doing this is through our new website.   This website offers several new features that you should be fully aware of in order to reap the many benefits we have to offer.  We will be updating our website much more frequently now, providing you with industry & TLC news, updates on work we are doing at the BCAC, important days you should know about will be in the calendar, and news articles that you may find useful or interesting will be available in the News Clips section.

As a member, you should have received an email from us with a username and password for access to our “Members Only” section of the website.  In this area of the website we will be maintaining a member forum where we can tell you about meetings members of the board are having with politicians and/or regulators, decisions the board has made, and communicate any kind of information that is available to you thanks to your membership with our organization.   In this area you will also be able to ask best practice questions and discuss topics of importance among other members.  You can also ask questions relating to the TLC or any other industry information you’d like to know about.  We, at the BCAC, or other members will be able to respond to you and share information much more readily.

As we take on 2013, we are really bringing our organization up to speed and plan on continuously adding new benefits to your membership.  If you have any comments, questions, or suggestions we’d love to hear from you!
